Louisiana is on the verge of enacting a law that penalizes individuals who administer abortion drugs to pregnant women without their consent. The bill, named the Catherine and Josephine Herring Act, has been sent to Governor Landry's desk for approval.
Senator Thomas Pressly sponsored the bill in honor of his sister, Catherine Herring. Her daughter Josephine nearly lost her life after Catherine’s husband secretly administered abortion drugs obtained from Mexico into her drinks. The husband was sentenced to 180 days in county jail for his actions.
“There was no ‘choice’ involved when my husband slipped abortion drugs into my drinks seven times,” said Catherine Herring. “I suffered serious side effects from the drugs that almost took my daughter’s life. As a survivor of domestic violence, I’m grateful for Louisiana’s willingness to protect women and children from those who intend to harm them with abortion drugs.”
The House passed SB 276 today with a 64-29 bipartisan vote. The bill includes provisions adding mifepristone and misoprostol to Louisiana’s controlled substance list but allows doctors to continue prescribing these medications for non-abortion-related reasons. Importantly, the legislation does not impose penalties on women.
Caitlin Connors, Southern Regional Director, praised the passage of the act: “Adding abortion drugs to the controlled substance list should be uncontroversial. Like morphine and Valium, the drugs in question will still be available for prescription for legitimate medical reasons – like miscarriage care – but will be harder for abusers to obtain. This move is necessary in a world where pro-abortion Democrats have enabled abusers to coerce and poison mothers with dangerous abortion drugs by removing in-person doctor visits and giving abortionists immunity through shield laws. Women deserve better."
In addition to ending pregnancies, abortion drugs can cause severe side effects such as hemorrhaging, infection, and potentially death. Under a Biden administration rule change, these medications can now be mailed and prescribed without an in-person doctor visit—a policy criticized by some experts who argue it was based on selective data.
