Lieutenant Governor Joe Kelly and Nebraska Department of Correctional Services Deputy Director Dawn-Renee Smith visited Catholic Social Services of Southern Nebraska (CSS) on November 18 to discuss collaboration between the State of Nebraska and the Diocese of Lincoln in supporting incarcerated individuals and those reentering society.
Bishop James Conley welcomed the officials for a tour of CSS, followed by a meeting with CSS Executive Director Katie Patrick, Nebraska Catholic Conference Executive Director Tom Venzor, and Levi Baus, director of the Prison and Reentry Apostolate (PARA). The discussion focused on improving outcomes for people leaving prison and strengthening support as they transition back into their communities.
PARA was established earlier this year at Bishop Conley’s request to coordinate prison ministry efforts within the diocese. It works closely with priests assigned to correctional facilities operated by NDCS. The apostolate aims to prepare incarcerated men and women for life after release through spiritual guidance and practical assistance.
During the meeting, Baus shared feedback from chaplains working in six correctional facilities within the diocese. He highlighted an increasing interest among inmates in deepening their faith. CSS leaders described how they provide financial help to people upon release, covering needs such as housing, clothing, transportation, and other essentials to support initial stability.
The visit also explored potential future partnerships with NDCS around reentry planning and additional support measures for returning citizens.
Bishop Conley emphasized both the significant need for services and a strong desire among those preparing to return home.
“CSS looks forward to continuing its partnership with NDCS and walking with men and women as they rebuild their lives with hope,” Patrick said.
