Women Speak Out Virginia – 2025, in collaboration with SBA Pro-Life America, is mobilizing a team of 100 field workers to engage with 150,000 voters in Richmond and Virginia Beach. The initiative aims to support Republican candidates in the House of Delegates elections and prevent an all-trimester abortion ballot measure.

Marlene Downing, the Virginia State Director for this campaign, leads the effort. She previously held a similar position in Pennsylvania during the 2024 election cycle. Her past efforts involved direct voter engagement which contributed to Republican successes, including the election of U.S. Senator Dave McCormick.

Downing stated that her team is ready to begin their outreach: “Democrats in Richmond are determined to wipe away all limitations on abortion in Virginia... Our canvassers will expose this extremism to voters in the most important House of Delegates races.”

In January, Democratic members of the General Assembly advanced a resolution proposing an amendment to allow unrestricted abortion access throughout all trimesters and eliminate parental consent requirements. This amendment must be passed again by the General Assembly after the upcoming November elections before it can appear on ballots.

The Women Speak Out PAC Virginia – 2025 program has targeted Democratic candidates supporting this constitutional amendment change. The group has been active in prior elections as well, contributing to Republican victories in both legislative and gubernatorial contests.
