Missouri is set to become the first state to present voters with a pro-life amendment following the passage of a pro-abortion ballot measure. The Missouri Senate has approved a proposed constitutional amendment, House Joint Resolution 73, which aims to replace Amendment 3. This resolution seeks to protect life throughout pregnancy and includes exceptions for rape and incest during the first 12 weeks. It does not require the Governor's signature, but Missouri law allows Governor Mike Kehoe to decide when it will be presented to voters.
