In Richmond, Virginia, the House of Delegates has voted to advance a constitutional amendment that would permit abortion at any stage of pregnancy. The proposal also seeks to remove parental rights, eliminate certain health regulations, and mandate taxpayer funding for abortions. The decision was split along party lines, with 51 Democrats supporting the measure and 48 Republicans opposing it.

For the amendment to appear on the ballot, it must first pass through the Senate and receive approval from the General Assembly again after November's election. If successful, this would repeal Virginia's current law that restricts abortions after 27 weeks of pregnancy.

Governor Glenn Youngkin's budget plan contrasts with this amendment by including initiatives aimed at assisting mothers and protecting unborn children. His proposal seeks to halt state funding for abortions in cases of disability diagnoses and allocates over $4 million towards pilot programs focused on improving maternal health care. This includes increasing OB-GYN residencies and expanding support from doulas and midwives.

At six months gestation, a prematurely born baby can survive outside the womb. Statistics indicate an 18.9% chance of survival at 22 weeks gestation which rises significantly to 81.7% by 25 weeks. During this period, fetuses begin responding to touch, sound, light, practice breathing movements, and are capable of grasping objects.
