Pope Francis has bestowed a great honor upon Reverend James M. Oliver, a priest from the Archdiocese of Philadelphia, by appointing him as a Chaplain to His Holiness with the honorary title of Monsignor. This prestigious title is given directly by the Pope to priests who have made significant contributions to the Church through their priestly ministry.

Archbishop Nelson J. Pérez of Philadelphia expressed his joy and gratitude for this appointment, stating, "This is a moment of great joy for the Church in Philadelphia. Reverend Monsignor James M. Oliver has an impressive background and has dedicated his life to the service of the Church. He was born in Bridgeport, Connecticut, and grew up as a member of Our Lady of Perpetual Help Parish in Morton, Pennsylvania. After completing his education, Monsignor Oliver was ordained a priest in 1988 and served in various roles within the Archdiocese of Philadelphia.

In 1993, he pursued further studies in Canon Law at the Pontifical Gregorian University in Rome, where he obtained a Doctorate in Canon Law in 1999. Since then, Monsignor Oliver has held several important positions, including Vice Chancellor and Assistant Professor of Canon Law at Saint Charles Borromeo Seminary, Assistant to the Vicar for Clergy, and Promoter of Justice.

In 2018, Monsignor Oliver was called upon by the Holy See to serve at the Vatican's Dicastery for Clergy in Rome, where he continues to serve to this day.

The appointment of Monsignor Oliver as a Chaplain to His Holiness is a testament to his dedication and commitment to the Church.
