Cardinal Tobin calls for comprehensive immigration reform and respect for human dignity

Cardinal Joseph W. Tobin, Archbishop of Newark, called on March 26 for comprehensive immigration reform in the United States, emphasizing the need to respect the dignity and rights of all people regardless of their status. Tobin echoed an urgent appeal from Archbishop Bernard A. Hebda of Saint Paul and Minneapolis, who recently addressed the issue in a commentary published by The Wall Street Journal.
The call for reform comes amid ongoing national debates about immigration policy and recent incidents of unrest in Minnesota. “What is required is a comprehensive and long-term solution that reflects reality rather than ideology,” said Hebda. He argued that continued inaction has only made discussions more divisive and less humane.
Tobin highlighted the Catholic Church’s longstanding commitment to immigrants, migrants, refugees, and all people on the move. He referenced previous efforts by U.S. bishops to advocate for changes to federal laws and policies: “The reform we seek must be grounded in our situation’s reality rather than any particular ideology.” Both prelates pointed to missed legislative opportunities such as a bipartisan Senate bill from 2013 that included border security funding and a pathway to citizenship but was never taken up by the House.
Pope Leo XIV also addressed migration this year: “In its international relations and actions, the Holy See consistently takes a stand defending every person’s inalienable dignity… Not all migrants move by choice; many are forced due to violence or climate change.” The Pope urged states not to let anti-crime measures undermine migrant rights.
